From the Office of the Arch-Chancellor

Greetings everyone,

With the vast majority of the raiding world deployed in The Proletariat Coalition (where FRA - together with UDL, Texas and other defender regions - has attempted two liberations since the region was invaded on September 18th), defending activity has seen a bit of a lull.

Soviet Union (a member region) was invaded by DEN on September 21st; fortunately, in mere twenty-four hours the so-called 'mighty' proved themselves much better at spreading overblown pieces of propaganda than at holding onto their targets, and SU was swiftly liberated against an active delegate (who couldn't banject not even a single incoming defender).
Sporadic defences and liberations took part elsewhere in the NS world.

The Assembly has seen an excellent increase in activity.
After several weeks of debate, divisive at time, it was finally decided to reject the TNI/LKE offer of cessation of their hostilities towards the FRA.

A Charter amendment that will allow for joint tickets in elections has finally completed discussion and should go to vote in the next hours.

The Regional Recruitment Office has been largely inactive because of RL commitments, but I'm sure the situation will change very soon.

Annex: Full reply to the TNI/LKE offer
Frattastan

After a couple of weeks of discussion and an Assembly vote, in spite an initial openness to the possibility of peace, we finally decided to reject the provisional offer to cease the hostilities between TNI and LKE, and FRA and its member regions.

Apologies for us taking some time to give you a reply, but this has not been an easy decision.

- Apart from the unbanning of FRA citizens and the possibility of opening foreign relations, we fail to see any actual benefit in terms of security; while our regions won't suffer anymore attacks under the TNI/LKE banner, cross-membership in other raider groups would still allow TNI members to commit acts of aggression against the FRA;

- While we can apologise for the UKB incident (which would have been prevented if we had been more careful), we don't see Valhalla as a legitimate colony of TNI; Valhalla had been a functioning neutral region (with a pro-defender founder) since 2003 and was free and sovereign until late 2006; its delegacy was taken by force by TNI somewhere in late November 2006. For obvious reasons we don't recognise forceful annexation (that is, an annexation lacking the consent of native authorities) as a legitimate way to build an Empire, and we refuse to apologise for the RLA/FRA operation (which happened a mere two weeks after what can hardly be described as a proper colonization, let alone as a legitimate annexation);

- We see this offer only as an opportunity for TNI/LKE to have a propaganda boost from our 'apology' on the mentioned incidents, whereas both TNI and LKE have been attacking our regions of years, in a disrespect of sovereignty that cannot be justified by a proportional response to our acts (such as UKB);

- The concept of 'war' in Nationstates is meaningless, and throughout our history we refused to recognise any 'war', especially when it was going to be used as a justification to commit acts of aggression. Just as we didn't recognise 10KI's war against the Marijuana Militia and we didn't recognise Gatesville's declaration of war against us, the fact that TNI/LKE claim to be at 'war' with FRA hardly matters for us, and doesn't make our attitude different.
We don't ban invaders from our forums, we don't refuse embassies with invader regions, we leave up to our members whether to allow invaders as citizens.

Whether you like to think you are at war with us, it doesn't matter, as you would still be allowed in our regions the same rights of any other invader-leaning citizen. If you wish to change your close-minded attitude against FRA citizens and FRA regions, it doesn't depend on our acceptance of any 'peace offer'.
It only depends on you.

No counteroffer will be made.
