The Eurasian Republic decided to spam our forum with their legislation...which I think is a sign of rather bad taste. I mean, why would we be interested in that? Maybe I'm in a bit of a nasty mood (and it isn't even friday afternoon! :o ), but can we diplomatically fry their asses over this? ;)

This is an act to set down guidelines and support for the foreign office when dealing with alliances and region that wish or may have the potential to become an alliance.

Article One
The republic reserve the right to refuse alliances with other regions if

A If said region is one of a too extreme in nature to be feasible to be an alliance or that their ethics and ways of life contravene with the Eurasian republics doctrines, laws and constitution (here on in known as TER)

B If there is no benefit to TER in an alliance. Such as a region f 2 members or a region that is far too inactive. (This excludes alliances previous to this bill.).

C If said alliance will be too much of a burden on the resources of TER. I.E a region requiring an alliance to benefit from protection and nothing more. TER comes first in all contact situations

Article Two
The republic can initiate first contact situations via its foreign office through any of their executive offices (embassies) or agents. Any member of TER can also initiate first contact but must involve and allow the foreign office to do the bulk of the negotiations and also lead them.

Article Three
The foreign secretaries decision is final in all foreign policy provided said decisions do not contravene with Eurasian and parliament must vote using a simple majority system.

Article Four
The foreign office will be the executive agency in dealing with all alliances and potential alliances the foreign office can appoint agents and executors to do its will but these must first have the clearing of the chancellor or vice chancellor

Article Five
The foreign office will set foreign policy and arrange all alliance treaties unless said treaties involve a defensive nature which then the department of defence through the secretary of states office will be involved the foreign office must still be involved in said treaties and lead the defence department.

Article Six
In handling first contact situations the republic through the foreign office will endeavour to find out all it can about potential allies this is to been done in a discrete manner. The foreign office will do this by region watching or infiltration. All votes on potential alliances can be delayed indefinitely until the foreign office or any other executive agency involved has concluded all investigations. Nations that take on separate investigation independent of the foreign office enquiry must volunteer any information they happen to uncover.

Article Seven
In cancelling alliances the ter shall endeavour to do this with as much diplomacy as possible and try to avoid any conflict. Parliament shall have a vote on this but only if the chancellor agrees with the foreign secretary that the alliance no longer suits TER needs.

Article Eight
Ter shall call on its allies to help defend its realms. But TER shall decide through either the Security Council or parliament weather they wish to be involved in conflicts, arguments or situations that didn’t originally involve TER.

Article Nine
TER shall share intelligence with its allies if they uncover intelligence that is beneficial to said allies Intelligence will only be shared however if the Security Council deem it safe to do so. Any intelligence that will possibly harm or breach the integrity of the safety and security of TER will not be shared. This includes any information that will threaten the survival of TER as a region.

Article Ten
The foreign office is responsible for the upkeep of all its embassies. The Foreign office can approach any member of TER and ask them to be an agent or and ambassador in a foreign region provided the chancellor is in agreement. Nations do have the right to decline or refuse these posts.

Article Eleven
TER will remain neutral in all foreign politics. The republic will not take part in elections in an allied region nor intervene or take side in the politics of that region. The Republic also will not help enemies of allied regions in the destruction of an allied region. This however can be overturned if there is a52% backing of parliament. And only if it has been proven by intelligence and independent of the cabinet sources that this is better to TER than bad. This is not however to be used by nations to interpret this article as a right to invasion it is not...

Article Twelve
When TER is using monitors to watch potential allies they are not allowed to use their positions to intervene or sway the natural course of government of these regions. They will go and watch and take minimal participation this includes abstaining in and elections or polls these regions hold. They are not allowed either to take part in raids or invasions of other regions.

Article Thirteen
Parliament reserves the right to cancel alliances for what ever reason parliament deem necessary. If in times of war and emergency this will pass to the Security Council to deal with. The foreign office and all other agents must first approach the chancellor to instigate the allegations that have been bought forward to argue for the alliance cancellation.

Article fourteen
The foreign office has full authority to deal with Multi regional organisations. How ever if there is a militaristic theme to the organisation the foreign office must consult the defence secretary. Parliament reserves the right to vote against the foreign office in entering multi regional organisations.

In the RMB? I don't know...I think I once hit it in a telegram, not sure about the RMB...I could try to post our charter in their RMB and see how far I get? :evil:
