The Machiavelli School of Political Arts is located in a large, unpainted, three storey concrete building towards the end of Market Street. Average sized windows mark the walls, a single door is located at the centre of the structure. The building is surrounded by a concrete patio leading to a simple iron fence.

The door is locked but next to the door a small button, when pressed, quickly summons an unarmed guard in a simple uniform. The guard will escort you to a small reception area, where an administrative assistant will answer any questions.

On the walls of the reception area are hung a variety of posters from elections around the world, and portraits of various current and former world leaders.

Behind a glassed-in display case are three sheets of paper, one of which is transcribed below, the latter two beng described in the two posts to follow.

THE MACHIAVELLI SCHOOL

The Machiavelli School of Political Arts was established to prepare aspiring public servants in the South Pacific for their careers, and to provide political practioners with experience in the Government of the South Pacific with a forum to share their ideas with students.

**DWC sits behind his desk, playing Civilization on his computer. A copy of the recently released bestseller "I was Franco's Spain's Dominatrix" lies open on the table top.

Sighs.

Picks up phone.**

"Fudge? I think we need to do something about the course descriptions. Maybe something, um... livelier.

No, no, your class isn't filled yet. No, not really... well, so far, in total, you have a total of... nearly one students.

A class on wedding planning? I don't know, I was thinking more like a seminar on the Reykjavik round of intermediate nuclear weapons reduction talks, something catchy, to pull in the young people.

What do you mean, I'm out of touch? Whose idea was it to have a 315 page entrance exam???

Oh, yes... you're right... mine. Fudge, don't yell at me..."

** Security guard sticks his head around the door: "Sir, a caller..."**

"Fudge, got to run, someone's here, must be a prospective student, or a teacher, or maybe my wife *sniffs*... It gets so lonely in here..."

**Hangs up phone

Nondescript man in brown uniform and hat enters, says "here you go" and leaves.

It is an electricity bill.

DWC sighs, sinks into his chair and picks up the book. Reads for a while then jumps**

"With a BADGER???"

The security guard startles awake and answers the door...

"Good day sir, can I help?"

Elsewhere in the building DWC hears the sound of the bell and looks up from his book...

"Not more bills..."

The security guard says: "Ah, very good sir, please follow me."

Htz3 follows the guard through the building and into DWC's office.

The guard says, "A gentleman to see you about a teaching position, Mr. Cardy"

DWC suddenly tries hard to look very busy, trying to shut off the Civilization game on his computer, and hides his book under a pile of "past due" bills.

"Ah! Yes! A pleasure to meet you, sir, my name is DWC and I'm Director of this college. What can I do for you?"

The security guard leaves as DWC motions for htz to take a seat.

Takes a seat

"Thank you for seeing me."

"I was wondering about your class on the 2004 Presidential Election."

"I do not have any sort of degree but I do have a keen interest in politics. In fact I am the editor of an online newsletter that deals solely with politics. I would be interested in teaching this class. There may be 1 snafu I may be going off line near the end of May briefly. Would this disqualify me if I had the lessons that I might miss already prepared?"

"Also do I have control of the lessons or do they have to be approved?"

"Well, thanks for your interest and no, it's not a problem for you to be away for a bit. I am often called away for, um, special assignments, from time to time, and we do our best to be flexible.

We ask that the overall course outline be submitted in advance, but beyond that we give a lot of leeway to our lecturers. We are very keen that in current-events related classes that all voices are heard, while we expect our lecturers to bring their opinions to the table we look for balance in the reading material."

"We'll look forward to seeing your plan, Mr Htz... Mr Htz..?"

Looks at htz3, slumped asleep on his chair...

Picks up phone and calls security,

"Hans, can you come here and collect our guest, he seems to have fallen asleep. Yes, another one. No no, I wasn't teaching this time, you can't blame it on me. Just put him in one spare bedrooms in the Bill Clinton wing, but make sure the sheets are clean."

DWC hangs up and goes back to his desk, where he tries to find Htz's newsletter on the web...
