Good to hear, Dilber.

The whole matter in the NP had me thinking. When do we exactly determine the legitimacy of member governments? Perhaps we should all talk.

Looming Doom

First and foremost, this is released with the permission of both Prime Minister Dilber and UN Delegate ZetaOne.

On January, Tuesday the 18th, 2005, or 1/18/05, at 2:12 PM, our UN Delegate, ZetaOne was contacted by TheMinister on IRC. The Minister is also Gracius Maximus AKA Moldavi AKA Pierconium. From 2:12PM to 3:17PM, this is the conversation that proceeded.

[TheMinister has address javachat@**.***.**.*]
[14:12]  <TheMinister> I am assuming you to be the Delegate Elect for TWP.  Is that correct or have I got the wrong nation?
[14:12]  <ZetaOne> You are correct
[14:12]  <ZetaOne> I am currently E-Whoring
[14:12]  <TheMinister> okay.  I do not believe we have met.  My name is Ivan Moldavi.  You may have heard of Gracius Maximus in TNP or Pierconium in PRP.  If not that is fine too
[14:13]  <ZetaOne> The PRP name rings a very small bell
[14:14]  <TheMinister> that is fine.  So tell me something, how long is a Delegate elected for in TWP?
[14:14]  <ZetaOne> about 3 months give or take.
[14:15]  <ZetaOne> Why do you ask?
[14:15]  <TheMinister> interesting.  and you are happy with that arrangement?  You gain the power, then give it up voluntarily based on what some others that are not Delegate and most likely will never be Delegate say?
[14:16]  <ZetaOne> yes. it is a democracy as it is.
[14:16]  <ZetaOne> those people are making me delegate.
[14:16]  <ZetaOne> why do you think it is bad that I follow the rules that I have been following?
[14:17]  <TheMinister> The small minority of players on an offsite forum are not the ones making you Delegate
[14:17]  <TheMinister> it is the masses endorsing you in NS that do so
[14:18]  <ZetaOne> true. It is the 1500+ people that allow me that. It is their fault for not joining the forum.
[14:18]  <TheMinister> so technically, in a feeder, it is all an oligarchy anyway since the only possible Delegates are on the forum and are comprised of what?  possibly 40-50 active nations
[14:19]  <TheMinister> hardly even a representative democracy
[14:19]  <ZetaOne> it is actually looked at in the government as a republic. Nothing ever works the way we want it to.
[14:20]  <ZetaOne> w/o the offsite TWP would be in chaos
[14:21]  <TheMinister> you could make a new one.  the people will go to the one in the WFE
[14:21]  <ZetaOne> a new what?
[14:22]  <TheMinister> forum
[14:22]  <ZetaOne> i don't want to make a new forum. I like our forums
[14:23]  <TheMinister> ok
[14:23]  <TheMinister> just an idea
[14:23]  <TheMinister> I am always surprised when people do all the hard work it takes to be Del in a feeder and willingly give it up
[14:23]  <ZetaOne> it isn't that hard... I just got to endorse. I have an open door
[14:24]  <ZetaOne> I respect the current constituion of TWP. You may not know this but you are not the first to suggest this whole "don't follow" thing
[14:25]  <TheMinister> I am not surprised.  I do know that if you decided on a course of action like that you would get lots of support
[14:25]  <TheMinister> from lots of places
[14:26]  <ZetaOne> from places that I may not want support. I do not like false delegacies and such. Dilber asked me if he could bring in outside groups to boost my Endorsement count fast. I told him no.
[14:26]  <ZetaOne> I want TWP to make the choices, not others out side of it.
[14:27]  <TheMinister> What is a false Delegacy?
[14:29]  <ZetaOne> it is when you get endorsements from those who will leave the region once you get it the delegacy.
[14:29]  <TheMinister> oh
[14:29]  <TheMinister> yes, that is a problem
[14:29]  <TheMinister> native endos are best
[14:30]  <TheMinister> I was meaning along the lines of diplomatic support
[14:30]  <ZetaOne> well depends on the group. I don't like most big groups
[14:32]  <ZetaOne> In the government I was one of the few that voiced against the ADN. Dilber wants to Join another group I have said I don't like the idea. I am a different kind over NS Player
[14:32]  <TheMinister> I support isolationism of the feeders, except where it concerns other feeders
[14:32]  <TheMinister> I support a unified pacifics agenda
[14:32]  <ZetaOne> LOL. That just so happens to be one I like
[14:33]  <TheMinister> The Pacific and East Pacific are not democratic, the South Pacific is only moderately so
[14:33]  <ZetaOne> of course.
[14:33]  <TheMinister> if TNP were to change up and TWP were to change up then they would all be on the same page
[14:33]  <ZetaOne> lol. Why not The Pacific and East Pacific Change?
[14:34]  <TheMinister> well, that most likely won
[14:34]  <TheMinister> 't happen
[14:34]  <TheMinister> first
[14:34]  <TheMinister> second
[14:34]  <TheMinister> democracy in a feeder is a falsehood
[14:34]  <TheMinister> like I said
[14:34]  <ZetaOne> LOL. We try our best
[14:35]  <TheMinister> forum based elections are not symbolic of the region in reality
[14:35]  <TheMinister> whereas delegate control of endorsements is
[14:35]  <ZetaOne> they are the best we have.
[14:37]  <ZetaOne> there are many in the region that do not care
[14:37]  <TheMinister> direct control of the feeder by the Delegate is the best option, IMO.  You set up a collective system of 5-10 nations that support you and you can change Delegate amongst you few every so often
[14:37]  <TheMinister> while maintaining control
[14:39]  <ZetaOne> well we feel our control works and we will keep it this way.
[14:40]  <ZetaOne> We give more people the ability to to get more endorsements and we have not had problems. If we face a problem we have our ways to take care of it.
[14:48]  <ZetaOne> i wonder. Why do try to get ou delegates to no turn over our delegacy?
[14:49]  <TheMinister> my personal opinion is that ultimate authority in a feeder belongs to a Delegate and not a player created constitution.
[14:50]  <ZetaOne> i understand that. Yet why do you try to get us to go against what we agreed ourselves to follow?
[14:50]  <TheMinister> Some people change their minds
[14:50]  <TheMinister> people do it all the time
[14:53]  <ZetaOne> yes. yet i would prefere that if i decided to change my mind to be able to go after what I decided. Not be told I shouldn't give up my delegate powers, Which yes is an accomplishment, Yet I haven't even been offically labled as Delegate yet.
[14:58]  <ZetaOne> do you understand what I am saying?
[15:03]  <TheMinister> yes
[15:04]  <TheMinister> I will speak to you again after you are Delegate then
[15:04]  <TheMinister> have a good evening
[15:10]  <ZetaOne> u 2

Moldavi, A senator in the Peoples Republic of The Pacific and Minister of Justice in The North Pacific, has not followed a treaty between the PRP and The West Pacific that was recently renewed. The Treaty between the PRP and TWP

Specifically, focusing on this section

QUOTE
Recognizing that the West Pacific government is the legitimate governing body of The West Pacific, and The People's Republic of The Pacific is the legitimate governing body of The Pacific, the Government of the West Pacific and the Government of the People's Republic of The Pacific, (hereinafter referred to as the two sides), have entered into the present agreement in accordance with the following five principles. Mutual respect for sovereignty, non-aggression, non-interference into each others internal affairs, equality, and peaceful coexistence. The two sides have agreed as follows:

ARTICLE I

Neither side shall use or threaten to use preemptive force against the other by any means either individually or jointly with other Powers, Groups or Regions.

Moldavi has violated our mutual respect for sovereignty by attempted subversion of our delegate, ZetaOne. We do not blame the PRP for this at all, rather, we view it as an act taken only by Moldavi. As well, we recognize the Court Martial of Moldavi in this case a citizen of the pacific rather then representing the PRP. Court Martial.

Another statement will be released shortly concerning the situation within The North Pacific.

Monte Ozarka
TWP Foreign Minister

IN LIGHT of the recent events within the region of The North Pacific and the subsequent changes that have been brought about within the Government of The North Pacific,
IN RECOGNITION that the current government structure of The North Pacific has ceased to be democratic,
RECOGNIZING that the actions of and the changes brought about by the current Delegate of The North Pacific -- the nation of Pixiedance, under the control of Gracius Maximus, a.k.a. Pierconium and Moldavi -- were unconstitutional and detrimental to the ideal of a free and open democracy,
CONVICTED IN THE BELIEF that the current Government of The North Pacific fails to represent the views of the Nations of The North Pacific,

the Government of The West Pacific, THEREFORE, as a direct result of the above reasons, henceforth, effective immediately,
- declares the current Government of The North Pacific illegitimate, and as such,
- cuts all inter-regional diplomatic and military ties with the Government of The North Pacific.

PRESS SECRETARY REPORTS
Volume I issue 3-

Press Secretary Release for TWP Embassies

The West Pacific Regional Update: 25 January 2005

Region Population: 7059 nations
Forum Membership: 555 registered
Forum board approaching 50,000 messages

Since Berhampore, our old delegate retired, his Regent, Lake Lanier took the delegacy until the Council could decide on the Delegate Nominees.

The Delegate elections were finally resolved in the past two weeks and Zetaone, our new delegate, was fairly and duly elected, defeating The Acutely Obtuse (TAO) and The Shotgun Seat in a fair and calm delegate election. Zetaone has chosen the lovely and capable Minineenee, a former Prime Minister, to be the Regent.

In his first week as Delegate, Zetaone was contacted by a rogue nation encouraging Zeta to abandon the Constitution in favor of a dictatorship. The rogue was exposed as Moldavi/Gracius Maximus and the event has been a focal point in precipitating the current conflicts in The North Pacific. As a result, the region under the leadership of Prime Minister Dilber, is heavily involved in a diplomatic campaign to help restore representative democracy to TNP.

In other news, the Foreign ministry got a new minister, Monte Ozarka, who is reforming the largest public branch of government and adding new ambassadors. Our defense ministry is prepping for war games, and our Communications ministry is engaged in securing endorsements for our delegate and regent. We just had elections for our Speaker of the Council, and Ossie Ostrich was re-elected.

Our next elections will be for Prime Minister, to either re-elect, or replace, our wonderful PM, Dilber. following that will be our judicial elections for the council's seat for an associate justice.

Thank you for reading this report, and I hope all goes well in your region.

Press Secretary Reports

Volume I, issue 5

"The Fifth report"

By Press secretary, Freedom and Pride

March 16th, 2005

Regional update-

nations in TWP-7641
Forum messages-over 52,000
Current Prime Minister- Dilber
Current delegate- ZetaOne

-Lately the West Pacific has seen resurgence in activity.
-The grand assembly passed five amendments that are meant as simplifications and reforms, and allow them to sit in continuous session. All have passed in the Council, the upper body of the legislature.
-In addition to the flurry of amendments, there is a steady stream of individual alliances with regions like Nascournia. The Foreign ministry, which is still growing, now has a policy of asking for personal alliances with regions rather than relying solely on membership in grand organizations like the Alliance Defense Network.
-The council has been generally receptive to these alliances.
-In the realms of role-playing, reforms have been made and now we expanded the forum to deal with semi-current times, an RP far in the future with alien races, and then an RP that will soon be about the 1900 era.
-Elections are coming up fast for judges and other positions, since they all are stacked at different times.
-One of those justices, a well loved player names Kurdazistan has retired from play due to issues of real life. He will be missed.
-Voting reforms in the council may be stalled slightly, and many members are now slowing down on NationStates activity, but he Grand Assembly has been far more active than usual, and is making up for any slack.
-Spring Breaks are approaching, and vacations may soon be taken, however the West Pacific stands firm in our opposition to the North Pacific Directorate.
-On that note, the West Pacific participates in the NS world's faire hosted by the East Pacific and we recently surpassed the North Pacific by becoming the strongest voice in the UN. ZetaOne, our delegate, have over 630 endorsements.
-Dilber was re-elected to the Prime Minister position, which is the highest position in our government.

From: The West Pacific Council
Re: The Denunciation of the North Pacific Directorate & Related Measures

There comes a time in every region’s history when those of good conscience can no longer sit idly by and watch as a Dictator sews discord and dissension throughout the NS world, when a stand must be made against the perpetuation of such destructive ideals. A time when wrongs must be tallied and wrong-doers condemned. A time when strong words and actions must serve as a shield against the wrongful acts of a totalitarian regime.

Such a time has come for The West Pacific.

And so on this date, the 1st of April; the united West Pacific, by full Council vote, does hereby establish that the North Pacific Directorate is a clear & present danger to the security and stability of The West Pacific region. We furthermore declare that all members of the North Pacific Directorate are now Enemies of the State and shall be treated accordingly.

In light of this declaration, no member of the North Pacific Directorate shall be allowed a government position within The West Pacific, and those who already hold a position shall be removed as an emergency measure until such time as the Directorate is forever dissolved. No formal contact or communication shall transpire so long as the Directorate remains in control of The North Pacific. Lastly, every avenue shall be explored with the goal of removing the North Pacific Directorate from its throne of wrongly-assumed power.

We, The West Pacific, strongly condemn the North Pacific Directorate as a menace to the Nationstates world and a scourge to all Freedom-loving regions. We condemn Moldavi and his Cabinet as despots and traitors to The North Pacific; thus we earnestly hope that this tyranny will quickly fade into the shadows so that the freedom-loving residents of The North Pacific may again rule their sovereign region in peace and prosperity.

~The West Pacific Council
