If you watch enough japanese movies with or without subtitles, you begin to pick up on words and phrases. After a while, you can pretty much understand the general jist of a conversation by picking up on key words that you know.

I supose so. I imagine you'd have to watch a lot of it.

It depends on what it is you're watching and how developed of a story it is. You'll pick up a lot more by watching full length films than by watching crappy stuff like Hamtaro.

Well, I have a hard time believing he knows Japanese. He doesn't seem to know English that well.

He might be able to pick up a few lines and phrases. But I'd be very impressed to see if he is fluent. Japanese is a very difficult language to learn because it does not have direct translation to English; you basically have to get the general idea of what the statement in Japanese would amount to in English.

Well.. some people have enough problems with English.. And then they go and try to learn another language. Pretty weird, if you ask me.
