2013 3rd Trimester - Proposed Positions; Texas Government

New Positions for the Texas Government

This topic will be a place to propose positions for the next election. This will also be an place to propose changes in the positions' duties or the elimination of positions. Try to make the descriptions as thorough as possible so that potential candidates will know what to expect.

We will debate any proposed positions prior to the Nomination period opening on November 24th (around High Noon Texas Time (GMT -6)).

All reasonable (maybe even some unreasonable) positions accepted!

Current Positions

Governor
The Governor of Texas makes overall decisions determining the course of Texas activities, the defense of the region and provides general stewardship. The policies of the Governor shall not impinge upon any nation of Texas's sovereign rights. The Governor will also be held responsible for making and keeping Texas great. The position of Governor [doHTML]<span class="red question" title="To change this position, endorse a new UN Delegate in Texas in NationStates - but you can nominate Big Tex anyway">will not be elected</span>[/doHTML] but will inherit the position by virtue of being WA Delegate. The Governor will handle all requests for Texas opinions on WA matters. The Governor will also be in charge of negotiating Alliances, maintaining the Texas Intelligence Agency, coordinating the Texas Defense Forces and overseeing immigration.

Lieutenant Governor
The position of Lieutenant Governor shall be the second in charge for the Great Region of Texas. The duties of this position will include providing advice to the Governor, maintaining Texas Security through interaction with the Secretary of Defense and coordinating the efforts of the other Secretaries. The office of the Lieutenant Governor will also be in charge of the smooth running of the Texas Representative Council.

Secretary of Defense
The Secretary of Defense will be in charge of coordinating the Texas Defense Forces. These forces will be used not only in the defense of Texas, but also in the defense of our allies.

Secretary of State
The Secretary of State will be in charge of Foreign Affairs. The duties would include assisting with the appointment and management of Ambassadors, providing communication about Texas affairs with allies and negotiating Treaties. The Secretary will also be in charge of maintaining relationships with friendly regions. This position will report directly to the Governor.

Secretary of World Assembly Affairs
This position would be concerned with World Assembly matters including, but not limited to, creation of WA Proposals, soliciting support for WA Proposals or Resolutions from other WA Delegates and the monitoring of new WA Proposals.

Secretary of Counterbalance
The Secretary of Counterbalance is an unique position subject to interpretation. This position will assist in keeping Texas on the edge both socially and culturally. It will also provide New Texas with the voice of sanity (or insanity, if needed) in creating Texas policy. While welcoming new nations and helping them assimilate into Texas, the Secretary of Counterbalance will also help Texans adapt to new members, keeping this region current and fresh. It will also make certain all sides of issues are considered. Additional duties to be assigned as needed.

Previous Positions - Currently Closed

Texas Immigration Commission
This position is not open for nominations, It will be a Gubernatorial Appointment. This position will be in charge of maintaining a healthy population for Texas. Additionally, some growth is expected depending on seasonally-adjusted factors. Growth is vital for The Great Region of Texas. First, it is imperative that we have the borders secured against invasion. Secondly, a larger Texas gives us a greater voice in combating the UN that threatens to rule our nations. For these reasons, the Department of Immigration will also be in charge of maximizing the Endorsements of the the UN Delegate. This position will also be in charge of welcoming and acclimating new citizens of Texas. This position will also participate in follow-up activities with Texas Exs and attempt to correct any problems. Due to the great quantity of work involved in this position, we cannot just allow nations to vote another nation to do this job, especially if they do not have the skill or time involved.
Now Appointed Position

Texas Sports Commission
This position will be in charge of Sports Leagues, will encourage participation, advertise occasionally on the NS message board and assist those presenting sporting events. This is a free-form position open to interpretation.
Now Appointed Position

Texas Land Commission
This position is not open for nominations, It will be a Gubernatorial Appointment. The Texas Land Commissioner is going to assist in making Texas the Biggest Bestest Region in The World® by creating and maintaining maps of Texas. Due to the great quantity of work involved in that position we cannot just allow nations to vote another nation to do this job, especially if they do not have the skill or time involved. This position will be responsible for the development and updates of the Texas Mapping Project.
Now Appointed Position

Secretary of Space
The Secretary of Space will coordinate and facilitate Texas Space Shuttle missions, make contact with other regions with space programs to promote trade and cooperative missions and any other space-related initiatives. This Secretary will also work with the Secretary of Defense on Texas Security Issues as it relates to space. This position currently needs an active nation to revitalize the program!


Secretary of Environmental Affairs
This position would be concerned with animal welfare, protection of natural species, and conservation of the natural environment. It will also assist in helping national leaders define their nation's physical descriptions should the Texas Mapping Project take off. This position will also serve as head administrator of the Texas Zoo.


Secretary of Internal Affairs
This position will be in charge of keeping Texans informed of Texas happenings and other internal Texas operations such as maintaining intra-regional communication. This position will also assist in the co-ordination of the Texas Representative Council. This position will also be in charge of welcoming and acclimating new citizens of Texas. This position will also participate in follow-up activities with Texas Exs.


Secretary of Trade and Transportation
The Secretary of Trade and Transportation will work closely with the Governor to coordinate transportation issues within the region and will work to create and stimulate trade amongst both Texas nations as well as broker trade agreements with other regions. This department also oversees The Texas Store and the Texas Stock Exchange. This will be yet another free-form position open to interpretation.


Secretary of Counterculture
The Secretary of Counterculture is an artistic position subject to interpretation. This position will assist in keeping Texas on the edge both socially and culturally. This is a free-form position open to interpretation. This position will be the de facto Secretary of Entertainment. So, additional duties will include facilitating parties, welcoming new nations, facilitating parties, fun stuff and did we mention parties. This position could also create and maintain the lottery, gambling, sports and leisure activities, as well as keeping Texas in the minds of all NationStates with such phrases as "Hail Texas, Bestest Region in the World!", as well as musicians, movie producers, and other forms of publications. This position is a vital part of Texas!


Goddess of Texas
The Goddess of Texas will be in charge of standing around and looking well Goddess like. She will be in charge of all celestial things like looking at the pretty stars and telling people what they mean. She will advise the Governor of important things like how to treat a Goddess and what a Goddess likes to eat. She will say nice things on the RMB. She will be in charge of, um, well, Goddess-things.


Secretary of Health
This position would be responsible for all health-related matters in Texas. Duties will include, but are not limited to: Health inspections in restaurants and other food-related businesses and events around Texas (including preparing periodic reports). Monitoring the condition of the equipment at BBQs and festivals to insure sanitary conditions are being maintained. Checking on the state of public healthcare in Texas nations though surveys and on-site inspections. This office will also provide contain the Surgeon General's office. This position will also serve as head administrator of Texas Regional Hospital.

The Secretary of the Texas Department of Immigration is an Appointed Position. It is open 24/7/365. All anybody has to do is ask. Well, and work! This is not an easy job. There will be quotas. There will be results tallied. There will be ongoing performance evaluations. But, it is a free Cabinet-Level job. And, we do mean job, as in J-O-B.

Given the recent Zombie infections and the NS Stock Exchange....thing... I wonder if it would be appropriate to have an Office of Emergency Management to help manage crazy game-wide events that Max may throw at us.

Duties would include the planning of the regions response to events, communicating the plan to residents, working with allies to keep them abreast of developments, and distributing aid packages.

Would also from time to time remind people about reviving their puppets.

Position may report to Lt. Gov - adding extra man power during times of crisis. (During normal times, there's not all that much to do)

It's a pretty good idea...but I do not think that person holding the position is going to have much work to do, or any work at all! And besides, when these game-wide events do commence, all the Texans contribute to make it easier, which was proven in the last apocalypse!

Secretary of Immigration has been vacant since September, 2009. Yes, it is a lot of work.

We are tending to think like Aquafireland ( :wow ) on the Office of Emergency Management. They are so few and far between, the positions could conceivably only have a job a couple of days a year with entire quarters devoid of duties aside from the suggested CTE monitoring. In our last emergency situation, all the Cabinet Members stepped up and filled any void in leadership/direction. The duties described could probably be placed under the purview of the Lt. Gov..

Just thinking out loud.

It is true. Studly was one of the main leaders in this event, so the job could be linked to the Lt. Gov position.

Also, Texas did a brilliant job in the Apocalypse, so adding that position is just a waste of space and a waste of time for others to consider.

But, who knows?

For an Emergency Management Office, we could put that under the purview of the Lt. Governor. In the event of a crisis or if we can foresee one coming, the Lt. Gov(whomever that may be at the time) will petition the Governor to open the Office. The Governor would reserve sole authority to open the office any time they feel necessary.

If it is granted, the Lt. Gov would go to their Emergency Management staff. From there, crisis mitigation efforts would commence and all member would report to the Lt. Governor and if the Lt. Gov is unreachable then to the Governor. The Lt. Governor in turn reports to the Governor.

The staff could be made of members appointed by the Governor. While we agree that Texas as a whole did AWESOME, there still needs to be a person or people in place to get the ball rolling. Once the ball got rolling, and the Zombie attacks began all of our fellow Texans stood up and we all worked to save our Region. I believe pre planning was key, just as it's key to any situation.


Just my two cents worth....

It was just a thought I figured I'd throw out there. At the very least, the Lt. Gov/Gov could always deputize OEMC members.
