Time to put something here

As part of my MBA I (as part of a team) have been tasked to write a biasness proposal to my company in order to evaluate the possibility of designing a “Sunk-works” approach to bidding for Government contracts. It is the belief of the upper manager who is sponsoring this project that the size of our company has lead to an over baring system of processes and infrastructure that while designed to aid in the procurement of contracts has hindered the companies ability to be flexible and solution orientated. As flexibility and being solution orientated are fast becoming an important part to working with the government, the old way of doing things will yield fewer wins. What this manager would like to see is the creation of a separate entity within the organization who’s sole purpose is to procure contracts. A smaller company within the company who are not bonded by the limitations of the larger entity that is the whole company. A sunk-works. My task is to write-up the sections of the proposal that have to do with the describing the responsibilities of this new sunk-works as they relate to primary research leading to market growth and new market creation. Alas I am just a lowly engineer and I do not know much about the research process that goes into proposals (government or commercial). I have found some good material that I have used to write my first draft but I have to take the word of the authors in the effectiveness of what they propose as I have no way to evaluate it myself. I have already written my draft proposal that will be presented to day, but coming on this morning I remembered that their where members here that have experience in these sorts of things and so my “Dear SisterTrek....” is does anyone know of any good and reliable sources of information to help me with the above? |
