I think Kirk also admits to such a streak in the briefing room with Spock, Scotty, and McCoy in "Space Seed."

I think the suggestions put forward on that site have many flaws.

Why would an increase in the population show personality traits that have never been seen before? The rapid exchange of genetic materials which has occurred between people of differant genetic origins hasn't seen that. That is when genetic variations which would most likely result in new personality traits.
