PSV all the way
I think she did, I mean Starfleet was asking her to betray the maquis who were fighting for the bajoran rights. I think she couldn't act different then betraying starfleet and joining the maquis

Ro Laren made the choice that was right for herself.
I cannot believe Jean-Luc Picard would put her in the situation where she would have to choose between aiding oppressed people, very much like her own....or assist the Cardassians who butchered her people and violated her home world. There was only one choice she could have made.In his arrogance, did he assume Laren would place her loyalty to him above her conscious?
I myself would have joined the Maquis.

But, Ro never really cared about her people. So why the sudden change?

Ro was rough enough to make an impact in the Marqui, but I think she was smart enough to know that it wasnt the best way to get things done.

If she had trained a bit more as an espionage agent she could have joined Section 31 and then had far more influence to change Bajors situation
