I doubt this will change anything even if Republicans would admit that Bush is losing approval. Bush and this administration has made it clear that they will continue thier agenda regardless of public support or lack thereof.

And thank goodness for this. It counters (or balances out) the agendas pushed by the last Democratic administration very well. The checks and balances work, and I am very happy that they do. You'll again have your time in the sun. ;)

And to answer your question, no. During his trial he represented himself only, not the American people. When he is doing his job of making policy such as vetoing stem cell research he is representing his constituancy.
