The jist of it is that the 11 judge panel says that the burden required to stay the election was not met. It comes close on the Voting Rights contention, but no cigar. The fact that absentee ballots have already been sent in has a big part in it, they said:

The ACLU has said it will not appeal to the Supreme Court, but will just let the election take place. Here's a guess: If Govenor Davis is recalled the vote will be challenged by the same groups and a few more to boot.
