Why should you accept this custom PrC concept? So far, Snellopy drinks and fishes. Alice in Wonderland had her drink me potion, but she didn't have a pokey stick, nor anywhere near as an impressive beard. This prc is mainly support and slapstic based, which is Snellopy's reasons for existence.

Boozing on is your philosphy and raison de etre. It permeates your very being and you embrace its effects and abilities. Drunk and disorderly isn't a vice, but a virtue.
The abilities are mostly magical ((I think?)) Prerequisites
- Must have mastery in a weapon type e.g. blade.
- Must own a beer elemental or alcoholic drink from a prize pool, give away, or have some other in character justification.

Level One
- Wobbly Boots: So often are you heavily intoxicated that you've integrated the staggers, stumbles and unpredictable movements into your normal locomotion. This passive ability grants a slight bonus to doging and avoiding blows and allows your attacks a minor element of surprise.
- Liquid Courage: Upon activation, this ability grants you a moderate defence for two rounds against fear effects and spells that negatively affect morale such as Grave Tender's Aura.
Level Two
- Boozy Braggadocio: If people were to believe your tall tales over ales in a pinch you are an expert in pretty much anything. By dropping your mastery in your chosen weapon to apprentice for four rounds, you gain expert rank in any skill of your choice for two rounds.
Level Three
- Hangover: You imbue a weapon of your mastery type with the vengeful power of the morning after the night before. Following a successful strike, all your target's skill levels are reduced by one for two rounds. This attack may only be used against an opponent twice, before they become immune to its adverse effects.
Level Four
- Demon Drink: Once per battle, you may conjure up the avatar of the Spirit of Alcohol. This baleful apparition causes vomiting, headaches and adversely affects hand-eye co-ordination in opponents in a 20ft radius making spellcasting and combat difficult. Opponents with concentration journeyman or above are able to mitigate and lesson its influence.
Level Five
- Shouting the bar: Once per battle, you can call out a toast to your friends while striking a weapon of your mastered type on the ground to allow all those allies within earshot to have access if they so choose to any of the abilities of Drunken Master up to level three. This effect cannot be used if you are silenced, and if your allies are deafened or otherwise unable to hear they do not become buffed. This spell is a moderate drain on your mana.
- Last Call: In a frenzied panic lasting two rounds, your movements, attacks and spell-casting are greatly increased, allowing you to respond and react to multiple threats. After this period, the declared weapon type skill drops to journeyman for the remainder of the battle.
To keep with the drunkard theme, I would definitely be down for a condition of having to drink to make some of these kick in, too. Can we do that, or is it too prescriptive for others that might want to buy it?

As to your last question, I am unwilling to say just yet. I don't see why that couldn't be a requirement for this cPrC. Additonally, you can choose whether or not the abilities are magical or not; there is no one saying that something has to be one way or the other. Having said that...
L1: Wobbly Boots: This seems fine. Liquid Courage - Activated abilities will require use limiters, especially at level one.
L2: I don't see any problem with this. Actually, I think you could reduce the number of rounds you are penalized for using this ability, since you are already penalizing yourself by trading master for expert skill levels. TBH, 2 rounds flat would probably be ok.
L3: Looks fine.
L4: I assume you mean an instant use, so anyone within 20 feet at the point of use? Appears fine.
L5: Shouting the Bar: Its an ability, not a spell Appears fine.
Last Call: Need to adhere to the slight/moderate/major descriptors for abilities that enhance anything. Also would recommend the descriptors be speed, strength, and spell damage because what you have right now is not specific enough inm y opinion. I would also suggest a mana penalty rather than skill, since it is a magical ability

I really like the idea, but some of the abilities seem like they're not quite living up to the entertaining potential. I really like Demon Drink and Shouting the Bar, but some like Boozy Braggadacio, Hangover, and Last Call are pretty much straight buffs that are tied to this PrC with fluff.
That's not a huge problem, but I think that some of them could do with a few more drink-oriented effects. Hangover, for example, could give a splitting headache instead or in addition to the one-level skill buff.
Those are just suggestions for things that might make the abilities more fun, though. If you're happy with it where it's at, they're not terribly important.
Give the Spirit of Alcohol a duration. Maybe some way of physically attacking, too? It depends on how you're envisioning it.
I think Shouting the Bar needs a duration, too.
It would probably save us a future help topic if you replaced the word "mastery" with the phrase "Master level skill" or something like that.
The beer-drinking trigger sounds fine to me.

Drunken Master Custom PrC: Snellopy
Boozing on is your philosphy and raison de etre. It permeates your very being and you embrace its effects and abilities. Drunk and disorderly isn't a vice, but a virtue.
The abilities are magical in nature Prerequisites
- Must have master level skill in a weapon type e.g. blade.
- Must own a beer elemental or alcoholic drink from a prize pool, give away, or have some other in-character justification.

Level One
- Wobbly Boots: So often are you heavily intoxicated that you've integrated the staggers, stumbles and unpredictable movements into your normal locomotion. This passive ability grants a slight bonus to doging and avoiding blows and allows your attacks a minor element of surprise.
- Liquid Courage: Upon activation, this ability grants you a moderate defence for two rounds against fear effects and spells that negatively affect morale such as Grave Tender's Aura. Liquid courage can be used twice within a combat.
Level Two
- Boozy Braggadocio: If people were to believe your tall tales over ales in a pinch you are an expert in pretty much anything. By dropping your master level skill in your chosen weapon to apprentice for two rounds, you gain expert rank in any skill of your choice for two rounds.
Level Three
- Hangover: You imbue a weapon of your master level skill type with the vengeful power of the morning after the night before. Following a successful strike, all your target's skill levels are reduced by one for two rounds. They also are afflicted by a splitting headache that makes spell casting slightly more difficult. This attack may only be used against an opponent twice, before they become immune to its adverse effects.
Level Four
- Demon Drink: Once per battle, you may instantly conjure up the avatar of the Spirit of Alcohol for two rounds. This baleful apparition causes vomiting, headaches and adversely affects hand-eye co-ordination in opponents within a 20ft radius making spellcasting and combat difficult. Opponents with concentration journeyman or above are able to mitigate and lesson its influence. It can also attack with teeth and claws, causing minor nature damage to characters.
Level Five
- Shouting the Bar: Once per battle, you can call out a toast to your friends while striking a weapon of your master level skill type on the ground to allow all those allies within earshot to have access if they so choose to any of the abilities of Drunken Master up to level three. This effect lasts for two rounds and cannot be used if you are silenced, and if your allies are deafened or otherwise unable to hear they do not become buffed. This ability is a moderate drain on your mana.
- Last Call: In a frenzied panic lasting two rounds, your speed, strength and spell damage are majorly increased, allowing you to respond and react to multiple threats. After this period, you suffer a moderate drain to your mana pool.
